INTRODUCTION OF DEPARTMENT

I. Position and functions

Department of Personnel - Organization
is the subsidiary body of Vietnam Environment Administration (VEA ), performs functions of advising and assisting the Director General in managing personnel and organizational work (e.g. organizational structure, personnel, training, salary); administrative reform, emulation, reward and propaganda in compliance with the State jurisdiction of VEA.

II. Tasks and authorities

1. Submitting personnel plans, programs to the Director General; guiding and inspecting other VEA units in implementing state laws and regulations of administrative reform, competition, reward, propaganda and organizational structure.

2. Participating in the development of legal documents, programs, standards, technical regulations relating to the State jurisdiction of VEA.

3. About organizational structure and personnel:

a) Assisting the Director General in developing the overall organizational structure and personnel plan of other units under the VEA;

b) Proposing amendments and supplements on functions, tasks, authorities and organizational structure of the VEA; developing projects on the establishment, reorganization, merger, restructuring and resolution of other VEA units; proposing the classification, ranking of other VEA units;

c) Submitting the Director General to issue decisions on the establishment of management committees of VEA’ programs\ projects;

d) Submitting the Director General to issue decisions on functions, tasks, authorities and organizational structure of VEA units;

e) Developing annual personnel plan; proposing the Director General to issue decisions on assigning personnel for the VEA units after the personnel plan is approved;

e) Contributing ideas for the establishment, strengthening organizational structure of central and local environmental management bodies, associations, non-governmental organizations.

4. About officials:

a) Submitting standards of managerial titles to the Director General;

b) Planning and developing leaders, managers, scientific researchers, etc;

c) Planning annual plans of employee recruitment and examination of VEA units; recruiting VEA officials in accordance with the guidance of the Ministry of Natural Resources and Environment (MONRE); submitting the Director General to approve the recruitment plan of employees under the current provisions of law;

d) Submitting the Director General to issue decisions on appointment, reappointment, transfer, dismissal, resignation, etc for officials under the jurisdiction of VEA as assigned by the Minister of MONRE;

e) Guiding and controlling the appointment, reappointment, transfer, dismissal, resignation, etc for officials under the jurisdiction of VEA as assigned by the Minister of MONRE;

f) Guiding and inspecting the implementation of annual integrated assessment of officials for VEA units; submitting to the Director General a list of leaders, officials who have to declare assets and income in accordance with law;

g) Submitting to the Director General to issue decisions on electing officials, who under its working, to  attend conferences and seminars in foreign countries as assigned by the Minister of MONRE and according to the law.

5. About training and retraining:

a) Submitting to the Director General five-year and annual training plan; directing and supervising the plan implementation after the plan approved; and coordinating with other units in training for officials and employees of VEA as assigned by MONRE;

b) Submitting to the Director General to issue decisions on electing officials, who under its working, to study, train, retrain and go abroad as assigned by the Minister of MONRE and the provisions of law.

6. About regime, policies, and wage:

a) Submitting to the Director General to issue decisions on rank, grade transfer, turnover rate, wage increase for officials as assigned by the Minister of MONRE and according to the law;

b) Guiding and forming social insurance books; solving resignation, retirement or death for officials;

c) Checking the performance of labor norms of VEA units.

7. About emulation and reward:

a) Chairing to implement emulation plans under the guidance and direction of MONRE and as assigned by the Director General;

b) Submitting to the Director General to propose the competent authorities to award VEA units or individuals as prescribed by law;

c) Submitting to the Director General to issue decisions on awarding VEA units or individuals under the authority of the Director General and the provisions of law;

d) Managing and allocating rewards; guiding and inspecting the implementation of renewal reward objects which are damaged, lost; confirming the type of reward for organizations and individuals as assigned by MONRE and the provisions of law;

e) Managing and participating in establishment of VEA emulation fund as prescribed by law.

8. About administrative reform:

a) Submitting administrative reform programs and plans to the Director General;

b) Implementing the contents of the administrative reform of organizational structure and improvement of official’s quality; guiding VEA units in developing administrative reform plan and supervising the implementation of the plan after it is approved;

c) Evaluating the implementation of programs and plans for administrative reform of VEA units; suggesting measures for further administrative reform; improving VEA official’s quality.

9. About propaganda:

a) Coordinating with other relevant VEA units to develop and implement propaganda plans of legislation, advanced model, new factor, new model in the field of environmental.

b) Assisting the Director General in managing The Traditional Room of VEA; organizing and participating in competitions, awards, fairs, exhibitions in environment field.

10. Developing and implementing annual inspection plan of organization and personnel for VEA units.

11. Managing records and database system of VEA leaders, officials and employees and units of the General Department records management and public servants and employees of the General Department of Mechanical, construction, management of database systems Public servants and employees of the General Department.

12. Submitting to the Director General to propose to the competent authority to confer titles for VEA officials and units as prescribed by law.

13. Doing tasks of the Standing Party Committee of VEA; assisting the Director General in protecting internal politics.

14. Performing statistical regime, periodic and unscheduled reports of assigned work according to regulations.

15. Managing officials, employees, assets of VEA as prescribed by law.

16. Performing other duties as assigned by the Director General.

III. Organizational structure

The Department consists of a Director and shall not exceed 03 Deputy Director.
